huge fire in the commercial area near aquatic park, not far from interstate 80. this is what it looked like earlier this mornin. an intense firefight along haynes avenue. berkeley fire crews have been using ladder trucks to spray water on the flames for hours. ktvu tom vacar near that burning building here to bring us the very latest from the scene. hi, tom. >> well, i want to show you a few things, so i'm going to get out of the way, and i want you to look up. and if you look up, you're going to see a power pole that is a badly damaged power pole. and it got a lot of heat on it. and what they're going to have to do most likely, is they're going to have to first examine whether that power pole itself has been damaged. then they're going to have to come in and change all of that equipment. that is a very big job and a very difficult thing to pull off. but they can't even begin on that until they have this other situation completely placated. now, if you go down here on the left side, here, you are going to see, kind of a little lake here. and what this is, is all that water that has been spilling on this building

for the last four hours, going out to the bay. now, this is mostly clean water, but the point is that the water has to go somewhere. otherwise this whole place would be flooded. and when you look up just a little bit more now, what they're trying to do is they've just broken through that door. so they can make sure that they get that. now we're going to go off to the right and you're going to see a white van, that white van was actually somebody's home. and the reason it isn't gone is because in order to not have it stolen while he was sleeping, he disconnected the battery. when the fire started, he had to get out of dodge right away. here's what he had to say about that experience. the man who owns that van that has been damaged by electricity falling on it. >> it's a very small fire on the other side of the tracks, and then all of a sudden, the trees and the bushes and everything took off from there, i grabbed the dogs, got my backpack, my keys, my wallet, whatever i could. couldn't get my bike, unfortunately. and we got out of there.

>> so we are now four hours into this thing. and as you can see, they continue to pour water because when they stop pouring water, certain things start flaring up again. and that's what they have to do in order to make sure they have this thing completely out, not unlike what they have to do in forest fires to make sure that none of the embers reawakens and starts another fire. so as the situation here is right now, they're working on this, they're doing what they can. a couple of units have been able to pull away, but the reality is this was a three alarm fire. and the damage here is very, very substantial. we'll be talking more about that in a later, broadcast that we have reporting live. tom baker ktvu, fox two news. >> tom, thank you. all is normal now after an early morning big rig crash in castro valley impacted parts of the east bay commute, all southbound lanes of 238 are now open after a big rig collided with a sedan and jackknifed it all happened before 230 this morning, blocking all southbound lanes of 238. this prompted a sigalert.

traffic was diverted to interstate 580, which meant big rigs were allowed to go on 580 early this morning, usually not the case, but it was today for a time due to the crash and road closure. >> our time now 705. san francisco voters in november have a very important decision to make. a measure on the november ballot will ask voters to approve a new tax on rideshares and robo taxis like uber, lyft and waymo to help pay for muni improvements. taxes are between 1 and 4.5%. it all depends on the revenue supporters predict it will generate as much as $30 million a year. the money would pay for maintenance and service improvements, as well as discounted fare programs. uber is already opposing this new fe. it goes on top of a rideshare tax approved five years ago. >> happening today. thousands of uc service and patient care workers are protesting with demonstrations and rallies. statewide contracts for the employees are set to expire as

negotiations with the university have stalled. california's public employment relations board says the university and union have been unable to reach an agreement. after months of negotiations. the union represents more than 30,000 workers and has asked the university to raise wages to address the cost of living and a lack of affordable housing affecting frontline workers. >> well, san francisco police will hold a virtual town hall meeting today to talk about a deadly police shooting. the town hall will take place at 2:00 this afternoon. the police are expected to give more information about the shooting that occurred back on july 21st. investigators say an armed man fired at a police officer who fired back and the man was killed. the police will be taking questions from the public now. the man accused of killing a woman in san francisco by pushing her in front of an oncoming bart train, made his first court appearance. 49 year old trevor belmont is charged with murder in the death of 74 year old corazon dandan. now,

san francisco police say he pushed her in front of a train at the powell street bart station in july 1st. his arraignment has been delayed for several weeks, but it is now scheduled for august 16th and belmont public defender said in a statement, quote, mr. belmont is a very vulnerable member of our san francisco community. he's been housed in the psychiatric area of the hospital for several weeks. i'm asking that everyone please reserve judgment and remember he's afforded the presumption of innocence. >> time now is 708. the park fire north of chico has grown to be the fifth largest fire in our state's history. it's burned more than 389,000 acres. nearly 275 structures have been destroyed or damaged. cal fire says containment is still 18% up, just slightly from yesterday afternoon. some evacuation warnings have been lifted near chico. the fire is more active to the north. park fire is leaving a trail of damage behind

and it's being felt here. more than 150 miles away. >> one bay area man lost his cabin in that fire. the cabin has been in his family for more than 70 years, but the community there is rallying around him now. frank garcia, a beloved redwood city man who happens to be blind and has various health problems. his father handed down a cabin near payne's creek, where he used to invite family and friends for a getaway weekends. he said he spent half of the year in the cabin community, which originally had about 35 cabins. but now many of those homes are destroyed. mr. garcia says he couldn't afford the california fare plan to cover property owners with basic fire insurance, and there were no other options for insurance. the park fire completely engulfed his cabin, and he says it's a total loss. >> it was devastating. i can't explain my father passed away at a young age, 20 years ago. we

were very good friends and it was on par with when he passed away. as far as the emotions and the pain. >> now garcia's friends call him the heart of redwood city. they say his medical problems don't stop him from cheerfully connecting with his neighbors. and that's why they have found an affordable builder and decided to start a go fund me to help him raise the money to rebuild the last five years. >> i think going up there, we've really seen how much it meant to not only him, but, you know, his other close buddies of ours. >> there's a little glimmer of hope that i'll be able to stay in that club and still build another cabin. maybe someday. >> mr. garcia's friends say after the health problems he's dealt with and the generosity he has shown to others, he deserves to enjoy his cabin again. >> time is 710. some of the fog is an issue. i know roberta has

been talking about it. let's take a quick look at highway 24. we can see it a little foggy there, although the traffic is not really affected by the fog. we've also been looking at the richmond bridge and you can see the traffic is moderate. we had some earlier late running roadwork and that has been cleared up. so a lot of the things that we had earlier in the morning are gone. bay bridge is pretty robust. it's backed up all the way out to past 880, not quite to the maze, but there is a backup there. and interstate 880 looks pretty good. so we can see that if you are driving on the peninsula right now, traffic looks good. yesterday we had a little bit of an adventurous day. well today it seems a lot lighter on 101 and 280 and pacifica highway one and half moon bay, so the whole thing looks pretty good. however, westbound 237 right at 101 seems to be a stalled vehicle there. so if you're driving on 237, there is some slow traffic as you approach sunnyvale. it's not that long, but just be aware it's there. 711 let's go back to the desk.

by a driver accused of driving under the influence. frank mallicoat is here in the studio to tell us how that family is demanding safety changes on the road where she died. frank. >> dave, good morning to you. good morning everyone. the family is hoping they can push the city to make lone tree way in antioch safer. so no one else will go through the grief they're feeling currently. over the weekend, linda wooldridge was riding her bike along lone tree way when she was struck by a driver. this took place just after midnight, 29. year-old died at the scene. police say they arrested a 38 year old man on suspicion of driving while under the influence. he has since been released while police complete the investigation. after that, they'll turn the case over to the da for charging family vacations. >> she loved tahoe. she loved the snow. can't do none of that.

pedestrians between potrero and pennsylvania avenues. cyclists say they feel safer, but some business owners are upset over the loss of parking. >> what we've noticed so far is that people have been coming in less and less people have been coming in complaining left and right about how they have to walk around the corner or find parking somewhere else. >> i am totally in favor of the bike lanes. when i plan my routes around the city, i look for the green carpet lanes because i want to feel safe. >> transportation leaders say they consider the needs of the mixed use neighborhood. when planning the project, the agency will complete a safe streets evaluation to analyze traffic in the area before and after the project. >> time now 717 using vacant school campuses to build housing. that's what state school superintendent tony thurmond wants to do to help reduce the housing crisis in california. he introduced his plan yesterday during a virtual news conference. thurmond says he wants to capitalize on 75,000 acres of land on school district owned sites around the state to level out the expanse he's

slowdown on the south bay commute there. dave and gasia westbound 237. we're going to go there first. and pardon me, there's some slow traffic there coming in just before the lawrence expressway all the way over to highway 101. because of a vehicle that's not moving there. i'm not sure if it was a crash or not. actually, it looks like it may have been a crash and it's a 237 to the matilda offramp. is temporarily blocked off. and so we're trying to figure out if those vehicles are drivable. however, there is a bunch of slow traffic in that area. as you can see, bay bridge backed up all the way out beyond 880. quite. not quite to the maze, but there is a bigger backup there. some days we have lighter commutes. today it's not. it may lighten up a little later, but right now this is what you're dealing with at 719. let's talk about today's cloudy start. here's roberta okay. >> don't go anywhere yet. i got to ask you, did you watch that baseball game last night? i did, yeah. what did you think? >> well, you know, i always like

bologna. this follows a recall of 200,000 pounds of boar's head products last week. the recalls are tied to a listeria outbreak that's killed two people and sickened nearly three dozen others. boar's head says this latest recall was voluntary. george washington university is warning about heavy metals such as lead and cadmium in cocoa based products. researchers analyzed 72 products, including dark chocolate, over eight years, and found products labeled as organic had higher levels of metals than conventionally grown cocoa products, consuming excessive amounts of metals can cause health problems, including cancer, kidney issues, along with neurological and developmental problems. doctors say limiting consumption is the only sure way to reduce exposure and suggest no more than one ounce a day. families with children in the hospital were able to take a break from focusing on health issues. in san francisco, family house held its first ever fashion show in partnership with old navy. the

any problems on the bridge. we should be thankful for that. no lanes blocked. this is a look at interstate 880 and that traffic looks good. if we look at some of these commutes in the east bay, there's still a little bit slow. for example, 880 is slow in hayward. and then if you go to the peninsula, traffic does look good on 101 and 287 32 let's get back to the headlines and straight to that developing story we've been tracking in berkeley. >> here, a large fire inside a building near aquatic park. we'll share what the scene looked like earlier this morning. leaping flames here. the fire started just before 3:00 this morning along hines avenue and damaged power lines nearby. one of those power lines fell on top of a man. excuse me? a van or a man and dog were sleeping inside. >> looked out the window. it was very small, so i thought i'd just watch it. and all of a sudden the side of the building went all the way up and i got the dogs, and we got out of there as soon as possible. >> the man and his dog were able to get to safety. fire officials say no one was injured in the incident. fire crews, though, are still there, spraying water

on hot spots and working to determine a cause. >> our time now. 733 san francisco. now the first city in the whole country to ban the use of software to set the price of rents. ktvu is ali rasmus in the studio now to explain the unanimous vote last night by the board of supervisors. good morning alan. >> good morning dave. well, there are software programs and ai technology for just about every industry, and the rental market is no exception. this new san francisco law bans the use of a very specific type of software that the rental market and property managers use. city leaders and consumer advocates say most renters don't even know it exists, but they estimate as many as 70% of large property management companies and corporate landlords use it. the way it works is the program allows these landlords to put information about their properties that's not available to the general public into the program. then the software's algorithm scans all that data to recommend a rental price for an apartment unit that is favorable to that property owner. in some

cases, the ai driven software will recommend even leaving that unit vacant on purpose in order to reduce supply and increase demand. now, city leaders in san francisco say this amounts to price collusion, and it ends up inflating the cost of rental housing overall, san francisco supervisor aaron peskin, who's also running for san francisco mayor, introduced the ordinance to make the use of this kind of software illegal. supervisors agreed with him and unanimously voted in favor of the ban. >> the old days collusion between competitors happened in a smoke filled back room. but nowadays, by using this software, real estate owners share nonpublic competitor data into a common data pool, which is then used to set rents and occupancy terms. >> now there are two major companies that make this type of price setting software realpage and yardi systems realpage already has a six page document on its website defending itself from these types of claims. part of it reads quote. while realpage revenue management software assists housing

providers in analyzing their properties data and determining how supply compares to demand, the software offers only recommendations. end quote realpage and yardi have been the target of several lawsuits about price fixing from other cities and states, including the district attorney in washington, d.c, the attorney general of arizona. and there's also a class action lawsuit directed at these companies from tenants from seattle to colorado to boston and new york city. but now that that ordinance has passed here in san francisco, property management companies and landlords will not be allowed to use this type of software. and they could face fines of up to $1,000 per violation back to you, gasia ali. >> thank you. some oaklanders are calling for the city to do more to protect seniors. residents of a senior housing community held a rally demanding change after a series of robberies and attacks on elderly women of asian descent. there have been more than a dozen attacks targeting people from the same senior living community in the past month, the president

of the oakland chinatown chamber of commerce, karl chan, says the seniors need shuttles, chaperons and an increased law enforcement presence. >> senior scared to go out. they stopped all their activities. they scared to go shopping, grocery walk around this area. >> not only are they just grabbing and kicking them, but now they're using a guns to also intimidate and make sure they get what they want. >> oakland's deputy police chief says that officers have made several arrests and have stepped up patrols across the bay. here is the former executive director of a san francisco nonprofit has been arrested. kira worthy faces 34 felony charges related to the misuse and embezzlement of nearly three quarters of $1 million. she's also accused of a cover up and wage theft. she was fired from sf safe in january after an audit. the organization closed its doors after nearly 50 years of service. the president

in the east bay it's 802. let's get back to the desk. >> thank you sal. we continue to follow a developing story on this wednesday. berkeley fire crews knocking out a big fire to commercial area near aquatic park. ktvu tom vacar near that building, a building that's burning this morning for hours. crews have been out there using ladder trucks to spray water on that fire. tom >> well, we are more than five hours into this fire, and it was a big one. it was a three alarm fire, and it was one of a warehouse. apparently not occupied by any tenants that we are aware of. now, the scene for this is it's right up against the railroad tracks that go, you know, from oakland, let's say, up towards the, richmond area and all of that stuff. so the amtrak tracks and the freight tracks and along the backside there, there was an active homeless camp there, whether or not this has anything to do with it, we can't speculate at this point in time. but we do know that the power was had had to be

turned off so the firefighters could easily get around here and not have to worry about downed wires, of which there are several, and that will have to be worked on as well. from afar. that was what the fire looked like. but up close, of course, the reality was that it was a big inferno and that went on for a pretty good part of the time. in fact, it it went on for at least a couple of hours. when we got here, it was still very much, involved in consuming itself. and all of that is what the fire chief had to tell us a little bit earlier today. >> and we're working on different theories for the cause of the fire. we've got our fire investigators in route, and they're going to start their investigation. we had a combination of power lines down, and, possibility of an encampment fire on the backside. it's hard to say where initially it started. and they'll have to determine that. >> and it does appear that it did start on the backside, which would be to say the rail side,

recalling another 7 million pounds of deli meat that could be tied to a deadly listeria outbreak. the new recall includes 71 products made between may, the 10th july the 29th, including ham, beef, salami and bologna. this follows a recall of 200,000 pounds of boarshead products just last week. the recalls are all tied to a listeria outbreak that has killed two people sick in nearly three dozen others, boarshead said. this latest recall was voluntary. george washington university is warning about heavy metals such as lead and cadmium and cocoa based products. researchers analyzed 72 products, including dark chocolate, over an eight year period, and found products labeled as organic had higher levels of metals than conventionally grown cocoa products, consuming consumers excessive amounts of metals can cause health problems, including cancer, kidney issues, along with neurological and

earlier this morning. the fire started just before three this morning, along hines avenue. the fire damaged power lines nearby. one of those power lines fell on top of the van, where a man and his dog were sleeping. >> looked out the window. it was very small, so i thought i'd just watch it, and all of a sudden the side of the building went all the way up and i got the dogs, and we got out of there as soon as possible. >> well, that man and his dogs able to get to safety. as mentioned, fire officials say no one was injured during the incident. crews are still out there spraying water on hot spots. they're still trying to determine a cause. >> san francisco is now the first city in the country to ban the use of a type of software some large landlords use to determine how much rent to charge their tenants. ktvu rasmus in studio to explain ali, the impact of this vote by the san francisco board of supervisors last night, and gasia the board of supervisors voted unanimously on this. >> they're banning the sale and the use of a specific type of software that's used by rental markets and rental companies. the companies behind it allow

landlords to input information about their properties not available to the general public into their software program. then an algorithm scans all that data to recommend a rental price for a particular apartment unit. that is favorable to that property owner. in some cases, the ai driven software will recommend leaving the apartment unit vacant on purpose to reduce supply and increase demand overall, city leaders say all of this amounts to price collusion, and it ends up inflating the cost of rental housing citywide. san francisco supervisor aaron peskin, who's also running for san francisco mayor, introduced this ordinance to make the use of this kind of software illegal. supervisors agreed and voted in favor of the ban in the old days, collusion between competitors happened in a smoke filled back room. >> but nowadays, by using this software, real estate owners share nonpublic competitor data into a common data pool, which is then used to set rents and occupancy terms. >> now there are two big

companies that make this type of rental market software. they're called realpage and yardi systems. realpage already has a six page document on its website defending itself from these types of claims. part of it says quote, while realpage revenue management software assists housing providers in analyzing their properties data, they, the software offers only recommendations, saying that many of the companies don't in large markets don't even use their software. now, realpage and yardi have been the target of several lawsuits for price fixing from other cities and states in the us, including washington, d.c. the attorney general of arizona has also leveled a lawsuit against them, and there's a class action lawsuit from tenants that range from seattle to colorado to boston, who are who are part of this class action lawsuit against this company. but under this ordinance that passed last night, property management companies and landlords will not be allowed to use or even buy this specific type of program in
